Abstract
The introductory words to the Conference on Cultural Identity as a Factor of Social Exclusion are collected here. The Role of Development Cooperation, which served to present to society a paradoxical situation where they exist, namely that the same idea that serves to nucleate any process of inclusion and social integration alternately produces the seeds of exclusion.
